SHADOWOOD LAKE CLUB  

TRUSTEES BOARD MEETING MINUTES  

May 5, 2022 – 6:30 PM   

BOARD MEMBERS PRESENT:  

• David George, Austin Haynes, Corey Bird, Don Frakes, Ben Wilson, Steven Shaw.   

POA MEMBERS PRESENT:   

• Teresa George, Karen Wiley, Mike and Lala Owens, Eric Davis, Michael Stephens, David Menton.   

MINUTES:   

• Prior month’s minutes were approved. 

• Eric Davis was elected as a new trustee.  

FINANCIALS:   

• Treasurer’s report for previous month was read by Karen Wiley and approved.  

MEMBERSHIP

LAKE, BUILDING AND GROUNDS:    

• Corey asked the survey company about spraying the lake for salvinia, and the bid was $2000. Previously, this was done by each individual owner who chose to spray or not. 

• Michael Stephens was acknowledged for redoing the pier at the beach. 

• David George discussed septic repair to be done in the future.

April 7, 2022 – 6:30 PM   

BOARD MEMBERS PRESENT: 

 • David George, Austin Haynes, Corey Bird, Don Frakes, Steven Shaw, Ben Wilson.   

POA MEMBERS PRESENT:   

• Karen Wiley, Steve Moore, Holly Fay.   

MINUTES:   

• Prior month’s minutes were approved.  

FINANCIALS:   

• Treasurer’s report for previous month was read by Karen Wiley and approved.   

MEMBERSHIP 

• New members were announced: Temple, Horne, and Hendricks   

GENERAL 

• Rec committee- Eric Davis and the Birds are donating food and entertainment for the Saturday of Memorial Day weekend, May 28th. Crawfish and the fixings will be served and there will be a DJ. All proceeds per plate will go to the rec committee as it supports lake rehab.  

• David did some pothole filling. In the road at the 800 block of Shadowood, it has a base failure in the road that needs work.   

• David and Corey want the company that did the lake survey go ahead and spray for coontails. Need to get a bid.   

• The board discussed how to handle collecting the dues increase from those who have already paid ahead. It was decided that the new rates will apply go-forward, so those who already paid all or a portion of their 2022 dues will not be back-billed. Discussion was had over standardizing due dates for annual dues. Steven Shaw suggested that the board consider standardizing it to the calendar year.   

• Steve Moore asked about removing or trimming some pine trees and a sweet gum tree near the dam. Those that are not on private property will be cut down and trimmed.

FINANCIALS:  

 • Treasurer’s report for previous month was read by Karen Wiley and approved.   

BALLOT  

• Ballots were counted at it was determined that there were enough votes cast to be able to count votes for each item on the ballot. 

 • Steven Shaw was elected as Trustee.

 • Benjamin Wilson was appointed to replace Roy Darville on the bank account.

 • All changes to bylaw wording passed. 

• Dues increase passed. 

• Speed humps will remain. 

• Lake safety buoys will not be replaced.    

GENERAL • Board reviewed and approved next year’s budget.

SLR Recreation Team Update

Rec team is taking a poll to see if the community wants to have another calendar for 2022.

Lake, Building and Grounds: 

Texie Nash agreed to pay half of the cost for rocks to fill the hole by her property. Our half will be $350. 

Maintenance was done on the tractor barn after a tree fell on it. David George and Mike Owens removed 3 other trees to prevent further damage. 

The building now has LED lights.

General 

·Deann Heard is moving and Teresa George will assume the clubhouse duties.

The board will post a reminder about the use of gate codes and not giving out personal codes. Members should get a temporary code from Mike Owens for friends, contractors, parties at the clubhouse, etc.

November 4, 2021 – 6:30 PM

SLR Recreation Team Update

· SLC Halloween festivities raised $998. Will continue to fundraise for lake maintenance with next events being movie nights and meals.

Lake, Building and Grounds: 

Corey wants to do a survey. Lake looks good from a salvinia perspective. Small amount present.

Big hole on Dolores being caused by water from Nash. David is going to ask Texie if she will split the cost of the rocks to fix it.

David will replace bulbs in the storage building after pricing them out. Looking to buy LED.

September 2, 2021 – 6:30 PM

Membership

· Emily Roberson sold to Katherine McGahen. Dues bill were sent to her.

SLR Recreation Team Update

· SLC will skip Labor Day but will resume in a month or two. Will fundraise for lake maintenance. We will continue having fundraisers and meals including Halloween festivities and Trunk or Treat.

Lake, Building and Grounds: 

· David has been spraying for salvinia and thinks he’s gotten it all for the year. Tommy Smith donated chemicals that David used today. Corey said hold off until the spring or until we fundraise and then do fish stocking. Use money we’ve got now for chemicals.

· Sallie Guillion requested having an estate sale. Will allow it and limit it to 2 days. It will probably be 2-3 months since the company will post some items online first.

· Charlie Reeves and Clay Franks asked about the piece of property on other side of lake 821-823 Shadowood. They are interested in purchasing it. Board will review bylaws and TPC to see if possible and how to do it correctly.

Membership

· Two purchases of lots: Paul and Megan Burkhead at 911 Shadowood, Shelly and Jack Yeaple on Quail Drive.

SLR Recreation Team Update

· Recreation team is gearing up to have Labor Day activities with proceeds going to lake rehabilitation.

Lake, Building and Grounds: 

· Corey Bird recommends that the entire lake be sprayed and possibly using Sam. Corey Bird offered to front $10K in order to get it done and asked if the Recreation team would fundraise to reimburse. Teresa George agreed on behalf of the Rec team. He also suggested that we have a new survey done in the fall after everything is sprayed. 

· David George sprayed 90 gallons of Salvinia treatment on the lake. 

· Corey Bird spoke with his accountant who advised that POA members can pay additional dues as donations without having a tax liability for those donations. Don Frakes will draft a letter to the POA members to explain that there will now be a line for donations on the POA Dues cards that are sent out. SLR team will distribute letters on the board’s behalf.

· All drainage work at the playground has been completed and the beach buoy is back in place by the dam. 

· Corey Bird brought up the recent trespassing activity and wants to determine a process for handling future activity, including calling the Sheriff’s department and pressing charges.

· Karen Wiley, Treasurer, asked the BOT when dues would begin being assessed at a different rate on the four lots that sold. BOT decided that dues would start when the foundation is in place.

July 1, 2021 – 6:30 PM

· Treasurer’s report for previous month was read by Karen Wiley and approved. 

Membership

· Three transfers: Jones to Zilch, Joiner to Cannon, and Rigsby to Cook

Recreation Team Update

· Holly gave an update on SLR plans for July 4th Celebration: fishing tournament on the 3rd with prizes for Adult and Youth divisions; On the 4ththere will be bicycle, boat, and golf cart parades, lunch will be served, t-shirts will be sold, 5/50, and fireworks show at dusk.

Lake, Building and Grounds: 

· In the next two weeks they will come out and look at vegetation. Corey says we will need to spray again in the next 30-60 days. 

· Big potholes were filled on the road. Dirt work at the beach area was done, and trees were trimmed. The tractor will need tires soon ($549). Drainage work is being done at the beach. Can be finished by the end of July. 

· The No Wake buoys have disappeared. Don Frakes said since there was a vote then board should replace them. Owen Smith said they should be replaced and that the board members could be personally liable. Holly Fay suggested looking for them before buying new ones. Red ball buoy that was marking the stump came off last fall. It can be re-attached when buoys are reattached.

· Corey Bird suggested stickers for vehicles and golf carts to ID SLC residents.

· Brent Smith said that all gate codes should be changed to eliminate those who have codes but don’t live here anymore. Mike Owens said that they remove codes for people who move.

· Corey Bird made a motion to add a donation line to the dues form sent out. Corey will ask his CPA and attorney about any tax implications. He will report back next month.

· Corey Bird said that the survey recommended $20K worth of bluegill. He will ask the fishery people about this and report back.

· Austin Haynes asked about cameras at the gate. Mike Owens said the bid is $2K. Board will have to decide whether or not to spend the money. Mike will ask them to either guarantee them or come up here and test them first.

· Brian Snider made a motion to adjourn. Corey Bird seconded.

Meeting adjourned at 7:15 PM. There was no Executive Session after the general meeting.
